1.  The Role of the Assessment & Certification Department:

 

Reference to the BTVET Act 2008 and in relation with the BTVET strategic plan 2012/2022
and the DIT strategic plan 2011/2015 the Assessment and Certification Department (ACD) is responsible for;

 

 

1.1

Conducting inspection and accrediting registered training institutions/enterprises as UVQF assessment centres in the country;

1.1.1

Procedures for Accrediting an Assessment Centre

 

a)   Accreditation and Inspection Fees

The industrial Training Council will finalise a policy and determine the rate an accredited centre is liable to pay. The nature and frequency of subscription will be regulated by the assessment and standards committee of the Council. Currently application forms for inspection are sold at UGX 10,000.

 

b)   Before a centre is accredited by DIT

The following parameters are a requisite for a centre to qualify for inspection and subsequent accreditation as an assessment centre. They include;

·  The institution must be registered with BTVET department or UGAPRIVI as a licensed BTVET training provider.

·  For the enterprise, it must be registered with the registrar of companies and has a valid operational license.

· The registration certificate in both cases above is a basis for qualifying an applicant centre to be inspected for accreditation as an assessment centre.

·  The institution/enterprise should be in possession of a fulfilling environment for assessment of candidates. Besides the general infrastructure, the centre should have adequately equipped production shops to support assessment exercise in the relevant occupation.  And these comprises of desirable machinery, equipment, tools and materials (as per ATP specifications and number of candidates); either available at centre or proof that the centre can access them through collaborative partnership with industrial establishment and networking with centres within its proximity.

·  The accredited centre is obliged to have capacity of qualified human resource to implement the assessment guidelines.         

 

1.1.2

Guidelines for Accreditation of Assessment Centres

 

i.   Interested centres and companies apply for accreditation directly to DIT (using DIT application form).

ii.  The Technical Sector Committee responsible for particular sector-occupation validates and recommends successful applications.

iii.  On-site inspection visits are conducted by DIT inspection team to verify/ analyse the assessment environment (team comprises of technical experts of relevant occupation applied for).

iv.  DIT communicates feedback to applicant centres within a reasonable time  frame specifying;

(a)  whether accredited

(b)  not accredited

(c) recommendation of possible improvements/remedial requirements for unsatisfactory findings.

v)  DIT invites the successful centre to conclude an accreditation contract (including reporting obligations and ethical values).

vi)  The centre is then issued a UVQF assessment registration certificate indicating centre number and specified duration in any of the following formats;

·  UVQF/0001 (for full occupational assessments leading to the award of national certificates and diplomas.

·  MAC/0001 (for the partial qualification award in the form of either a modular transcript or a Worker’sPAS).

vii)  Appointed centre verifiers periodically monitor performance of Accredited Assessment Centre(s).

viii)  The accreditation is withdrawn from the centre on detection of evidence based breach of the operational agreement.


ix)  Contracts are renewable after expiry period and on basis of empirical evidence of maintained centre standards. 

 

 

 

1.2

1.2.2

UVQF Awards and Recognition of Certificates

The Directorate of Industrial Training awards Certificates and Diplomas for the Business, Technical or Vocational Education and Training conducted under the Uganda Vocational Qualification Framework (UVQF).

 

i)  The certificates and diplomas awarded to successful candidates in relation to the evidence adduced of their respective competences are in the form prescribed by the Minister on the recommendation of the Council.

ii) The law provides that the Certificates and Diplomas awarded by DIT are recognized in the Uganda education system and by the labour market.

iii) The DIT awards include certificates, pass slips and transcripts of the following categories;

  ·      UVQF Transcript (Partial qualification) credit transfer system

·      UVQF worker’s Pass (Validation of skills acquired through non-formal learning and on job experience)

·      UVQF level I Certificate

·      UVQF level II Certificate

·      UVQF level III Certificate

·      UVQF level IV equated to Diploma award

·      Trade Test Grade II (phased in the UVQF Level I awards with effect from year 2009)

·      Trade Test Grade I (phased in the UVQF Level II awards with effect from year 2009)

·      Trade Test Master Craft (phased in the UVQF Level III awards with effect from year 2009)

·      CBET- Certificate in Vocational Training Instruction (CVTI) for BTVET instructors

·      CBET- Diploma in Vocational Training Instruction (DVTI) for BTVET instructors

·      CBET- Diploma in Training Institution Management (DTIM) for heads of BTVET training institutions.

 

1.3

Accrediting registered instructors/technical teachers and renowned skilled practitioners in the world of work as UVQF assessors and examiners.

1.3.1

Procedure for Assessor Recruitment and Training

 

i)   The first option, DIT draws assessor trainees from the pool/database of item writers, experts in profiling of occupations and training module developers and setters of assessment instruments.ii)   The second option, DIT directly contacts the heads of training institutions/employers/managers of enterprises and associations and requests for nomination of suitable individuals to be trained as assessors.iii)  The third option, DIT receives direct applications from individuals interested to become assessors.

iv)  DIT employs criteria and selects suitable persons to undergo assessor training through organised workshops facilitated by assessor trainers/master assessors. The training workshop normally lasts for a period between 3 to 5 days.

v)  At the end of training, DIT evaluates and issues provisional assessor certificates for 1-2 years duration to successful participants.

vi)  A certified assessor is obliged to sign an “ethical agreement”/code of conduct and   integrity galvanised by chartered commitment with DIT.

vii)  DIT allocates internal assessors to accredited assessment centres.

viii)  DIT keeps record of external assessors in respective regions.

ix)  DIT keeps record of regional accredited centre verifiers.

 

 

1.3.2

Accreditation of Assessors

 

i.  DIT trains and accredits assessors for Competence Based Assessment (CBA) in BTVET system who fulfil the following requirements:

ii. The instructor/Supervisor/Entrepreneur should be in possession of formal vocational/technical qualification in the occupational area of assessor accreditation.

iii. The qualification preferably should be at least one level higher than the level of the candidate with proven industrial experience of not less than 3 years in active occupation practice.

iv. The individual should have participated successfully in assessor training offered by DIT and should be conversant with communication skills.

v.   The successful assessors are awarded certificates denoting the UVQF levels for which they are certified to invigilate/assess.

vi. The certified assessor is required to enter into signature of an “ethical agreement” as a commitment to integrity requirements of undertaking the assignment and availability for deployment whenever the need arises.

vii. The assessor is accredited as an internal assessor to the designated assessment centre.

 

 

 

1.4

Conducting assessment in alignment with the defined occupational competences prescribed in the
Assessment and Training Package (ATP) and awarding the Uganda Vocational Qualifications up to UVQF Level 4 scope.

1.4.1

Occupational Assessments UVQF Levels 1-4

Assessment is defined as the gathering of evidence and judging to decide whether an individual has obtained the ability to perform a task to the stipulated assessment standards or not.  Testing is a form of assessment.

 

UVQF
Level I

Described as ability to apply basic range of knowledge and skills to perform simple and narrow scope of work within routine and uniform structured contexts, including working with others under direct supervision, usually with no degree of resources control and/or requirement to find technical solutions
(for formal employment) or limited if self employed.

 

Registration for assessment is open to all interested persons of any of the following category;

i)  Accomplished 3 years of post P.7 full time Technical/Vocational schooling in the occupation evidenced by coverage of Assessment and Training Package (ATP).

ii)  On Job apprenticeship training programme from registered enterprises or training centres (coverage of Assessment and Training Package-ATP).

iii)  Accumulated industrial experience and routine practice of specific tasks of the occupation under the guidance of a skilled supervisor/master.

iv)  Upgrading through accumulated modular assessments and certification.

v)  Entrepreneurs practicing in the informal sector with vast occupational experience. 

 

UVQF
Level II

Described as ability to apply moderate range of knowledge and skills to perform less complex and moderate scope of work within a non-routine and occasionally varied structured contexts, undertake directed activities with some degree of autonomy while working in a team, with limited degree of resources control and able to find simple technical solutions.

 

Registration for assessment is open to all interested persons of any of the following category;

i)   Accomplished 2 years of post S.IV full time Technical/Vocational institute training in the occupation evidenced by coverage of Assessment and Training Package (ATP).

ii)  On Job apprenticeship training programme from registered enterprises or training centres evidenced by coverage of Assessment and Training Package (ATP).

iii)  Upgrading from UVQF level I award.

 

 

UVQF
Level III

Described as ability to apply broad range of knowledge and skills to perform complex and broad scope of work within unpredictable and varied structured contexts, undertake activities as a ‘working supervisor’ with substantial degree of autonomy checked on results by superiors, ability to find technical solutions
and may make proposals to modify technical operations, with moderate degree
of resources control and managerial performance.

 

Registration for assessment is open to all interested persons of any of the following category;

i)  Upgrading from UVQF level II award.

ii) Graduates of higher education with direct S.VI entry and whose practical skills are to be validated for the job market.

iii) An entrepreneur of SME’s recognized by UMA, PSFU and USSIA.

iv) BTVET instructor having accomplished at least 9 months of in service instructor training programme at approved centre.

 

UVQF
Level IV

Described as ability to acquire varied range of specialized knowledge and skills to interpret technical information, modify and perform complex technical operations within broad scope of work and varied structured contexts, undertake activities with substantial degree of autonomy checked on results by superiors, with substantial degree of resources control and managerial performance.

 

Registration for assessment is open to all interested persons of any of the following category;

i) BTVET instructor with a minimum of Diploma technical qualification and having accomplished at least 9 months of in service instructor training programme at approved centre.

ii) BTVET instructor upgrading from CVTI to DVTI through in service instructor training programme at approved centre.

iii)    Upgrading from UVQF level III award.

 

 

 

1.5

Promoting entrepreneurial values and skills in competence based education and training as an integral part of the UVQF:

 

1.5.1

Training providers are encouraged to incorporate production concepts in all skills training programmes to build a strong entrepreneurship culture embedded in skills development.

 

Qualifications of individuals who qualify from training institutions should match the job skill requirements of the labour market.

 

Individuals with relevant competences are able to access employment in the formal sector, informal sector or self employed with support of startup kit.
